		<description>My preference is that the investigators have no ties w/ the people or departments affected. So for small companies, they&#039;d have to bring in someone from the outside. Large companies have their own investigators, but they&#039;re so far removed from operations that there&#039;s usually not a conflict. 

When in doubt, go for the option that has investigators with the greatest amount of independence.</description>
