In business or in government, you can not fix a problem simply by throwing more money at it. In the end, you still have the problem(s) and now you don't have any money. Obama said something about "underfunded" programs the other night in the debate. What are crock of @&$%! The problem isn't that enough money isn't being thrown at these programs. It is because they are mismanaged and the money is wasted. This all goes back to the basic misunderstanding that many people have about how to fix problems, particularly with government.
