See a list of relevant documents in date order here<\/a>.<\/em><\/p>\n In 2018<\/strong>, Luann’s license was fully reinstated based on 5 years of successful compliance with the 2013 suspension order.<\/p>\n On 5\/14\/24, the WI Department of Safety and Professional Services received a complaint alleging that Luann had a personal relationship with a person to which she also provided medical care and treatment. She denied engaging in unprofessional conduct.<\/p>\n On 10\/11\/24, the stay of the suspension of Luann’s license was removed<\/a> (i.e. she became fully suspended and her ability to practice in even a limited capacity was prohibited). The suspension was because “Information has been received that demonstrates Respondent is in violation of the terms of the Order.”<\/p>\n Following this suspension, Luann petitioned the Wisconsin Medical Examining Board to allow her to continue working in her clinic in a non-medical capacity while suspended. The board unanimously decided to deny this request at their 11\/20\/24 meeting<\/a>. (See page 10.) The denial became part of an official order on 11\/21\/24<\/a>. LuAnn is not allowed to work in her ThriveMed clinic in any capacity, under this order.<\/p>\n The patients of ThriveMed were sent an email on 12\/5\/24 spinning the situation. It included:<\/p>\n As many of you know, LuAnn has been on a leave of absence for several weeks. This has been due to two factors that are non-negotiable: her health and licensing issues. We anticipate this to continue until at least January 8, 2025. As such, we are scheduling appointments after that date. There are resources in place to answer questions and assist with triage so we don’t overwhelm the system. This current situation has been ongoing for weeks…<\/em><\/p>\n On 2\/26\/25, Luann was charged with her 4th OWI<\/a>, a felony. (Follow along with the court case here<\/a>.) From the criminal complaint:<\/p>\n Deputy Amber Thompson reported that on Tuesday, February 25, 2025, at approximately 7:52 pm she responded to the report of a vehicle crash in which a witness observed a vehicle travelling north on Division Road, travel through the stop sign at County Tk NN without stopping and travel into the field on the north side of County Tk NN in the Town of Jackson, Washington County, Wisconsin.<\/em><\/p>\n Deputy Brennan Kulibert reported that he arrived at the scene of the above-described crash and located the suspect vehicle approximately fifty yards into a field located on the north side of County Tk NN, in front of Division Road. Deputy Kulibert reported that he observed there to be a sole occupant of the vehicle who was seated in the driver\u2019s seat and was later positively identified as Luann Moraski, the defendant herein. Deputy Kulibert reported that he observed the vehicle to be running with the tires spinning and the engine revving. Deputy Kulibert reported that upon speaking with the defendant he observed her to have very slurred speech and glossy eyes. Deputy Kulibert reported that upon asking the defendant to exit the vehicle the defendant stumbled, and Deputy Kulibert caught her to prevent her from losing her balance. Deputy Kulibert reported that he observed five open yellow New Belgium Voodoo Ranger Tropic Force beer cans in the field just to the rear of the vehicle and further observed, inside the vehicle, behind the passenger seat, a six-pack case of yellow New Belgium Voodoo Ranger Tropic Force beer which contained one unopened can.<\/em><\/p>\n Deputy Thompson reported that she arrived at the scene of the crash and detected a strong odor of intoxicants coming from the interior of the suspect vehicle. Deputy Thompson reported that she spoke with the defendant at which time she observed the defendant to have slow and slurred speech and confusion. Deputy Thompson reported that the defendant stated that she was coming from Su Casa Grande where she had consumed one margarita. Deputy Thompson reported that she asked the defendant why her car was in the field and the defendant stated, \u201cI totally ran through the stop sign\u201d.<\/em><\/p>\n On 4\/4\/25, Luann Moraski voluntarily surrendered her Wisconsin medical license<\/a>.<\/p>\n On 4\/24\/25, the Information filed<\/a> in Luann’s criminal case 25CF0109 (Washington County) stated that her blood alcohol concentration at the time of the 2\/25\/25 accident was 0.276. (Wisconsin’s legal limit is 0.08 for drivers, but with prior convictions for OWI, the allowable limit is reduced to 0.02. As such, Luann was more than 10 times over the legal limit.) Because Luann has 2 or more prior convictions for operating while under the influence, the criminal complaint in the current case was amended<\/a> to quadruple the maximum fines and indicate that she could be subject to other consequences like mandated treatment and restriction on operation of motor vehicles.<\/p>\n Despite surrendering her medical license, as of 5\/1\/25, Luann’s business website<\/a> still showed her as the person providing direct primary care throughout May 2025. On 6\/06\/25, the ThriveMed website<\/a> was changed and Luann is no longer featured on the site. The services offered included primary care, hormone therapy, disease prevention, and executive health services.<\/p>\n The services page lists additional services including lab services, employment workplace services, medications, integrative medicine, ancillary services, and care coordination.<\/p>\n The practice is clearly still operating, but is there a licensed physician working in it? Luann’s attorney reported on 6\/13\/25 that the practice is allowed to operate with a nurse practitioner so long as there is a “supervising physician.” The attorney indicates that there is a supervising physician. No further details were provided about the identity of this physician, but we know that it cannot be Luann since the Wisconsin Medical Examining Board has prohibited her from working in any capacity at ThriveMed, even non-medical.<\/p>\n However, Luann reported to her patients in May 2025 that she is still actively working at ThriveMed and that patients can schedule appointments with her<\/strong>.<\/p>\n On 7\/15\/25, Luann filed paperwork in Washington County court that again confirms she is working at ThriveMed:<\/p>\n A plea and sentencing hearing was scheduled for 7\/24\/25, but did not occur because the offer made by the state was revoked. Instead a hearing was held on 9\/24\/24, during which it was made known that the state made Luann a new offer that involved prison time. Luann refused the offer, saying she was trying to sell Thrivemed and needed to sell it before she could be incarcerated. A trial date of 1\/21\/26 was set, with an expected 2 day trial, but it appears from what her attorney said that she may accept the plea deal after she sells the business.<\/p>\n On 10\/31\/25, Luann sent an email to her patients announcing the closure of ThriveMed<\/a>. The announcement said in part:<\/p>\n In Wisconsin, a medical practice must be owned by a licensed medical provider. We have pursued many paths to find a way to accomplish this. With that in mind, we have decided to close the practice until there is a new owner, or my situation gets resolved.<\/em><\/p>\n Luann has not had a medical license since her surrender of her license on 4\/4\/25. Does this mean that the practice has been operating illegally since then? Patients have been seen. Prescriptions have been written. Procedures have been performed. This is all questionable.<\/p>\n She further said:<\/p>\n We will continue operations through November 30, 2025, with limited capacity until final closure at the end of December. I have taken every option to try to prevent this, but we must comply with the law.<\/em><\/p>\n How can Thrivemed legally operate in November and December if the clinic is owned by Luann, an unlicensed provider?<\/p>\n Remember, Luann’s medical license was fully suspended on 10\/11\/24 for non-compliance with orders related to her 3rd OWI. Then on 11\/21\/24, Luann was prohibited from working in any capacity at ThriveMed. And then on 4\/4\/25, she surrendered her medical license altogether.<\/p>\n But look at how the story changes in communications to patients, going from health and a little licensing snafu, to lyme disease, to lack of a licensed owner of the clinic.<\/p>\n 2026 Felony Conviction<\/strong><\/p>\n On February 20, 2026, Luann pleaded guilty to Felony OWI (4th)<\/a> and received her sentence. Before receiving her sentence, her attorney went on at length about how she has served the community with her medical practice, even saying that she had low fees that allowed people to get healthcare who might otherwise not be able to afford it. The impression was left that Luann’s practice is for low income people who can’t access healthcare anywhere else. This is false.<\/p>\n Nonetheless, Luann was made out to be a pillar of the community who only drives drunk sometimes<\/em>, and is otherwise such a good person. And also, no one has proven that she has treated patients while drunk. Unless you’re a patient who has, indeed, been treated while Luann was under the influence.<\/p>\n The attorney stated that Luann is selling Thrivemed, but in order to do so, she needs to be able to work there as the administrator. (Never mind the fact that reports have been made that Luann is treating patients, despite the fact that she has no medical license<\/a> and is prohibited from treating patients.) The story about selling the practice is questionable.<\/p>\n According to Luann’s attorney, people wanted to come to court to be character witnesses for Luann, but they were afraid to because this article exists and Luann’s friends might be “smeared” here if they came forward.<\/p>\n The sentence:<\/p>\n So, Luann will be sleeping at the jail, but spending most waking hours “working” at her practice, even if there are no patients. The cool thing for her is that she will make her own schedule since she’s self-employed, and she will “require” that she be away from the jail as much as possible.<\/p>\n ————————————————————————————————————————<\/p>\n Other Relevant Information<\/strong><\/p>\n When the earlier (lighter) sentence was on the table, Luann justified a light sentence with her participation in therapy and “self-help” groups. What’s most interesting is that her therapist, Heather Hart Kennedy, works at Thrivemed, but this was not disclosed. Instead, Heather used her home address in the letter she provided for the judge in Luann’s criminal case. In the letter, she stated that Luann does weekly psychotherapy sessions “in my office.”<\/p>\n Also not disclosed… the personal relationship between Luann and Heather, as seen in these social media posts with Heather at Luann’s house.<\/p>\n ————————————————<\/p>\nIn 2013<\/strong>, a suspension order for her medical license was issued but stayed<\/a> based on a second OWI offense on 7\/23\/12. She was convicted of a misdemeanor 2nd OWI<\/a> and sentenced to 40 days in jail with work release privileges. The suspension was indefinite, and Luann was prohibited from engaging in the practice of medicine or surgery in any capacity. The suspension was stayed, meaning that she was allowed to practice in a limited capacity as long as she was in compliance with certain things. Luann was required to have ongoing drug and alcohol treatment, submit periodic reports to the department, abstain from all use of alcohol or controlled substances, and submit to periodic testing.<\/p>\n Luann was arrested for her third OWI offense on 7\/13\/20<\/a>, convicted of misdemeanor 3rd OWI, and sentenced to 120 days in jail with work release privileges. Her Wisconsin medical license was suspended again on 5\/18\/22<\/a> based on her conviction for that offense. However, the suspension was again stayed and Luann was allowed to practice in a limited capacity as long as she was in compliance with certain provisions. She was required to continue alcohol treatment, submit written reports, abstain from all alcohol and controlled substance use, and participate in drug and alcohol screens. The limited capacity required her to practice under the direct supervision of a licensed physician or other health care professional approved by the licensing board. She also needed to practice under a “Professional Mentor” who would monitor her, review charts, and provide reports on her. If she was in compliance with this order, Luann was allowed to petition for reinstatement of her license in 5 years.<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n<\/p>\n\n
